Xubeni Community Unites Against Crime
The issues highlighted in the article were also reflected during a stakeholder and community engagement held at Marhulana Primary School in Xubeni Section on Wednesday, 08 July 2026, at 17:00.
The meeting was coordinated by Mr. Percy Tibane, representing the Executive Committee of Xubeni Section, following a public invitation to residents, tenants, landlords and business owners. The purpose of the meeting was to discuss crime, community safety, undocumented foreign nationals, business compliance and the strengthening of cooperation between residents and law enforcement agencies.

The meeting was attended by a large number of community members together with representatives from the South African Police Service (SAPS), Ward 4 and Ward 100 councillors, TCF, Sethokga leadership, Izinduna and other community leadership structures.
Residents raised concerns regarding criminal activities, undocumented foreign nationals allegedly operating businesses without the required documentation and the management of backyard rental accommodation. Community members called for stronger enforcement of existing laws while encouraging continued cooperation between residents and the relevant authorities.

During the engagement, community members expressed support for planned multi-agency compliance operations involving SAPS, the Department of Home Affairs, the Ekurhuleni Metropolitan Police Department (EMPD) and other relevant authorities. The proposed task team is expected to conduct lawful door-to-door compliance operations focusing on immigration documentation, business compliance and municipal by-laws.
Several speakers also emphasised the importance of strengthening the township economy by supporting lawfully operating local businesses and creating opportunities for local entrepreneurs through lawful business development and participation. Participants said stronger local enterprise could contribute to job creation, economic growth and safer communities.
Officials and community leaders stressed that all enforcement activities must be conducted within the framework of South African law, respecting constitutional rights while addressing issues relating to documentation, compliance, crime prevention and public safety.
