In a comprehensive State of the City Address, Executive Mayor Alderman Nkosindiphile Xhakaza unveiled an ambitious agenda to restore essential services, enhance infrastructure, and secure Ekurhuleni’s future. Speaking at the OR Tambo Government Precinct in Germiston on 27 March 2025, the Mayor’s message was clear: renewal must be an active, daily commitment by every public servant, and every citizen has a role in building a better city.

A Legacy of Transformation and Resilience

The Mayor began by tracing the city’s evolution—from the amalgamation of nine towns in 2000 to the challenges faced during periods of systems collapse, political instability, and revenue decline. Ekurhuleni’s history of resistance and unity was celebrated, highlighting milestones such as the youth uprisings of 1976, the transformative CODESA dialogues in the early 1990s, and the ongoing spirit of liberation that continues to inspire progress today.

Water: The Foundation of Life

Reaffirming that “water is life,” the Mayor emphasized that access to clean water is a basic human right, not a luxury. Amid challenges such as unreliable water supply in some communities, the city remains dedicated to upgrading water infrastructure and ensuring that every resident benefits from a stable and safe water supply.

Energy: Securing a Stable Supply

Addressing the energy sector, the Mayor detailed a robust strategy to replenish aging infrastructure and harness digital technologies to combat theft, vandalism, and illegal connections. With plans to engage multiple Independent Power Producers (IPPs) to inject an additional 1,500 megawatts into the local grid and exceed targets for new electricity connections—especially in informal settlements—the city is taking decisive steps to stabilize and improve energy supply. The call to curb the theft of critical infrastructure, such as copper cables, underscored the urgency of securing the network for a smarter, more resilient city.

With more than 283,000 residents on the housing waiting list, the Mayor outlined a suite of programmes—including Mega Housing, RDP walk-ups, social housing, and reblocking of informal settlements—to revive stalled projects and meet the growing demand for affordable housing. In collaboration with National Treasury, the city is finalizing the Metro Trading Services Reform Process. The Mayor did not shy away from addressing issues of public safety and community engagement. Condemning recent incidents of illegal protests by law enforcement officers and highlighting ongoing challenges in the health sector, the speech detailed measures such as recruiting additional traffic wardens, deploying digital innovations in policing, and enhancing community-based crime-fighting initiatives. The commitment extends to improving recreational facilities, cultural programs, and youth empowerment initiatives that strengthen community ties.

Governance and Financial Management: Restoring Fiscal Discipline

Sound governance is essential for Ekurhuleni’s future, and the Mayor stressed the importance of robust financial management. Mayoral Flagship Projects: Driving Innovation and International Engagement

Key flagship projects were introduced as part of the Mayor’s drive to cut red tape and enhance service delivery. The restoration of the Izimbizo and Mayoral Outreach Program, as well as the creation of a Service Delivery War Room, serve as platforms for direct dialogue with communities. A major highlight is the city’s upcoming pitch to host the G20 Heads of State Golf Day in November 2025—a project set to bolster international engagement and strengthen economic ties.
